Yes, by default you may not know this, but there is a way to do exactly that, and I'm going to teach you how to do it.
The good news is that by default, the ability to open apps on the Galaxy Z Flip 5's Flex Window is possible. However, you can't run all the apps on the Flex window, but there is a workaround for that too, and don't worry, you won't be rooting your device. All you need is the Good Lock and the MultiStar module and you're good to go.
Install Good Lock and open any app on Galaxy Z Flip 5's Flex window

If you're tech savvy and already have Good Lock installed, all you need is MultiStar and you're all set. But if it's something you haven't done before, then this guide is for you. Step 1: Download and install Good Lock on Galaxy Z Flip 5 from Galaxy Store or just follow this sideloading guide:
Step 2: After installing the Good Lock app, tap on the Life Up tab and install MultiStar.
Step 3: Open MultiStar and then press the I *Heart Galaxy* Foldable button.
Step 4: Tap the Launcher Widget button and start adding the apps you want to the Launcher Widget.
Once you're done, you're good to go and now you'll be able to open any app on your Galaxy Z Flip 5's cover screen and you won't face any issues. Honestly, the Flex Window feature is definitely something the Galaxy Z Flip 5 needed. It would make the overall experience of using the device so much better because not everyone wants to unfold the phone and use it, as some people prefer to have access to the external screen so they can perform basic tasks like skipping songs or sending text messages to someone.
